call to unsupported function strtolower

I am new to PHP (though not new to programming) and I am getting "Fatal
Error: call to unsupported function strtolower ()" when I try to use the
strtolower function (and the trim function) like this:
$LowerCaseThing= strtolower($ThingtoLowercase);
$LowerCaseTrimmedThing= trim($LowerCaseThing);
My web host is running PHP 3.0.12 under Apache 1.3.9
Is there something i need to include (or something!)?
I am most perplexed. A most immediate reply would be appreciated.
