I got this to work :
if (file_exists('afile.html')) {
echo 'it exists!';
include 'a.inc';
} else {
echo 'sad it does not exist!';
include 'b.inc';
}
Your code should work IF the file is in the directory the code is running
from which it seems it is not. Anyway it is late I am going to bed. Good
night.
