decrypt using expect

Was wondering if someone could find the flaw in this
$commandline = "/web/secure/decrypt.exp $filename $password $outputfile";
system($commandline);
i have a place on the page to enter the password and pass it through
when i echo the $commandline it gives me the line i need to run expect
it is a no go from the page BUT if i copy the line it echos in the page and
telnet in to the server and paste it in the same folder the php file is
running from works everytime -- here is the expect file
set filename [lindex $argv 0]
set password [lindex $argv 1]
set outputfile [lindex $argv 2]
log_user 0
spawn /usr/local/bin/gpg -o $outputfile -d $filename
expect {
-ex "Enter passphrase:"
{
send "$password\r\r"
expect {
eof { exit }
}
}
}
any clues???
