You should be able to do what you are wanting to do in /tmp - /tmp is sort of
special in that it has the "sticky bit" enabled (chmod +t /path/to/dir) which
lets any user write to the directory BUT others can read/write to other peoples
files.
You could alwasy just "chown nobody.nobody /path/to/dir" which makes it writable
by nobody (which apache runs as) and that should make it writable by only the
apache binary.
