Parse error when entering quotes in INPUT fields

I know this should be simple but sometimes I get a parse error when
entering text into a form text field and sometimes I don't. Using quotes
seem to cause the problem but not all the time.
The input tags look like this:
<INPUT NAME=title SIZE=35 VALUE="<? ECHO $title;?>">
or
<TEXTAREA WRAP=SOFT NAME=par4 COLS=50 ROWS=5><? echo "$par4 ";
?></TEXTAREA>
I read about magic_quotes_runtime but it doesn't seem to do anything.
