Multi-dimensional arrays can be a bit tricky. I've wanted to do something similar to what you're trying to accomplish. I have not tested this, but I think it works:
<?
foreach ($c as $i => $value) {
foreach ($value as $j => $country) {
if ($country == "England")
echo $i;
}
}
?>
