Gary,
Does the file actually exist at the location specified in the error message
on the test machine? If it does not, you might want to check how you are
defining your path locations in the script. If it works on the live server
and not on the test machine, the directory structure could be different.

I have been having a problem between the test box and a live server.
Scripts working on the live server are not working on the test box. I
wrote a script and when testing it local it was broken. I sent post to
list, there was nothing wrong with it. I then put it on the online
server and all is ok. With this strange behavior, I decided to do a
simple test script. The script was a simple table dump to a web page
(getting stuff out of the db seemed to be the problem). I upload to the
online server first, all works well. When I put it on the test box I get
this error. Could someone tell what this error means?
Fatal error: Unable to open g:\program files\apache
group\apache\htdocs\qtest.php in Unknown on line 0
