Is PHP a module or CGI?
If it's a module, then I believe it tries to run that command as the user
who owns the webserver process. If that user doesn't have permission to
create a directory in the given path, that's probably your problem.
You can probably compile PHP as a CGI, have it owned by some user, root
perhaps, that can create directories where needed.
