Yes, that's what I use, but I wish I knew some more emacs LISP to fix it up. The most annoying this is comments are colored before strings and variables, so if you type # this $should be a "comment" Even though that whole line is a comment and should be the same color, it looks like a comment with a variable and a string in it. Really, this should be the matter of transposing a few lines in the .el file. Also, it would be nice if somehow the mode could fall back to html-mode if you were outside <?php... ?> tags. Oh, wait, I think it does do that. It would be better if it could color embedded javascript code. I just have to switch modes back and forth depending on what I'm editing.
