[PHP4] php.ini, Current Directory or default compiled path?

If a user put a php.ini in his cgi-bin, and PHP runs as CGI Wrapper mode.
PHP will read the user-created php.ini (that may contains safe_mode=off) and
skip /usr/local/lib/php.ini. That's not what I want
Is there anyway to tell PHP to read /usr/local/lib/php.ini first, then allow
./php.ini to overwrite non admin values? Like the way apache.conf/.htaccess
works?
