$REMOTE_ADDR = 0.0.0.0 ?

Hi,
I am trying to figure out why the server environment variable,
REMOTE_ADDR, always is being returned as" 0.0.0.0" from external browser
locations. From on the computer where the server is, $REMOTE_ADDR
returns 255.255.255.255. It does not matter if I try to use the
getenv(), $REMOTE_ADDR, or look using $phpinfo(). Other env variables
seem to have reasonable values. Any suggestions as to whether this is a
php problem or related to apache?
I am running php 3.0.16 and apache 1.3.12 in IRIX 6.5.7. I am running
apache on a high port and also am running netscape fasttrack 3.0.1 on
the normal 80 port. 'c' coded cgi's get the proper response with
netscape but I don't have PHP working for fasttrack. Maybe it has to do
with the build for php/apache? I have tried to search in a number of
faq's and email lists without much success.
