jump to #name

Hello people.
I have a page which is updated via php include. The include is a database
search routine which lists news items... The headlines are listed at the top
of the include and I want the jump to #name on these headlines to bring you down
to the article item. On the bottom of each item there is a 'back' which takes
you back to the top of page. This I have been able to do because it calls the
entire page, but... jumping from the 'headlines' down to the items doesn't work
at all... This is from the top of the included file to the lower portion of
that same included file.
Has someone overcome this problem?
Appreciate any word that anyone might have... Thanks in advance.
