SiteManagement, Templates?

Hi,
We are about to redesign our site.
We run a MetaSearhc service, with over 100 categories of searching, and
several other areas of the site... I am now trying to figure out if we
should do seomthing manually to make pages for all the categories, (Or a
model page, and a custom system with arrays that make the whole thing work),
or if i should use something which already exists...
I think that some sort of template system (What are th advantages of each? I
have heard a lot about FastTemplates, not much about any others...)
or something like eGrail or Midgard (A nice guy from the midgard project
once installed Midgard on one of our servrs for us, but we have since
trashed that server, and in the whole Midgard was too complex...
In case we get something Web-based or at least partly web-based it must be
simple, or at least have a simple option so that "lame" users (i.e. my
marketing dept. :) - sorry guys!) can access it to change news, categories
and this type of thing...
The idea of a template thing also interested me because we are going to be
designing and building the site in varisous stages... I.e: A person will
draw he layout, one will execute it in HTML, and then i must PHPize it, and
add our content...
So i think that a template based thing that the HTML coder can begin to use
will be of much use...
