This has to do with either script permissions or directory premissions.
Apache is trying to protect your system from being compromized and/or
obeying the various configuration directives that it has been given.
This URL is related to a bug regarding the "Metheod=POST" error
and may or maynot be directly related to your problem, however it
should give you some insight as to whats going on.
