ReadDir Not Working

We have a simple function to print
out all the file names of files in a specified
directory.
The problem is that the readdir() function in a while loop
just like in the manual is not returning some files.
I know the files are in the directory, permissions are
777 (rwxrwxrwx) and the owner is nobody (same as script owner).
But the readdir function will not return these files.
Could the problem be timestamps?
