No code but... check out the exec() function to use '/usr/sbin/adduser' on your box. Of course you don't want the user your webserver runs under to be able to add users. You could append a line to a script file for each user you want to add, and have that script run by cron. I'm pretty sure this has been covered in more detail before. search the archives.
