web app to manage svnserve.conf file

hi... does anybody know of an app/client or webbased app that is used to modify the svn svnserve.conf file. (i'm not referring to an editor...!!) i'm trying to find an app, that would allow me to create a dir/folder in a repository, and would allow me to create the groups/users for the given dir/folder. the app would also allow me to specify the required user access roles/privs... finally, the app would write all this into the svnserve.conf file... any thoughts/comments/ideas... thanks
