target="_top" is something handled by the browser on the client side
http headers are sent by the server, so no, you can't
how come you don't just put target="_top" in the href that requests the
php script that does the redirect?
or if you're not doing it via a href and are using javascript or
something instead, just make the parent frame load a new location from
the javascript
