DLL error

In my php.ini file I have "c:\php\ext" as my extension_dir. When I go to configure PEAR I am getting DLL error:
PHP Warning: PHP Startup: Unable to load dynamic library 'c:\php\ext\php_oci8.dll' - The specified procedure could not be found.
in Unknown on line 0
Since it is pointing exactly where I told it to and the error message even shows that, what else do I need to do?
