Garbled Japanese subjects

Howdy,
Any idea why
$to = "$to";
$body = "$content";
$mailheaders="From: $user_email";
mail($to, $subject, $body, $mailheaders);
with $subject being an unadulterated variable from an HTML form would garble
the Japanese $subject but not garble the Japanese $body?
It's not the receiving mail client, because I've downloaded the mail file
itself and can see that the subject is garbled in the original.
If not, any ideas on how to find a Japanese version of this list?
