So what is the best solution? Will changing the url with a
?timestamp+uniqueidentifier fix it or should I use a combination of headers
and ?timestamp+uniqueidentifier to be safe?

The fact that there is a '?' in the URL will stop some proxy-caches from
caching it, but the fact that the URL is physically different will cause a
cache-miss so even though the page may mistakenly be cached, nobody else
will ever see it. You could also use something like:
