PHP3 and phpPgAdmin/phpMyAdmin

Hi everyone,
I am experiencing strange problems when using both phpPgAdmin and
phpMyAdmin I get error messages like the following in any one of the
frames:
Fatal error: Failed opening requred 'h' in
/home/webservers/local/phpPgAdmin-2.1.0/main.php on line 22
Reloading the frame sometimes helps, at other times, another character
combination (e.g. 'Äöa@)') shows up with the same error message.
After restarting the httpd daemon I can use the admin tools for a
short time, then the error occurs again.
I have set the magic_quotes variable in php3.ini, as described in the
php??Admin documentation.
I am running Apache 1.3.14 with PHP 3.0.17 compiled as a DSO. 3.0.18
exhibits the same problem. Everything is running on a Debian 2.1
("potato") box. I am *not* using the Apache and PHP packages provided
by the Debian people but software I compiled myself. I am mainly
using PostgreSQL 7.0.2 but habe the same problem with MySQL.
I have recompiled both Apache and PHP but without success. I have left
out all options from the PHP configure-command except
--with-pgsql=/path. This did not help either.
Very seldom a similar problem occurs with another php page, which does
not connect to any databases (/index.php3), but this is not
reproducable in any way.
Any hints are appreciated.
(Further configuration details can be supplied on request, I am not
sure what is needed).
