putenv and include_path

can someone tell me why this doesn't work?

putenv ("include_path=".$HTTP_ENV_VARS["DOCUMENT_ROOT"]);
echo getenv ("include_path");
include("loginbox.inc");
exit;
?>
the output I get is:
d:/www/mapamundo
Warning: Failed opening 'loginbox.inc' for inclusion
(include_path='') in ../common.inc on line 4
It looks like include_path is getting set, and when I stick phpinfo()
in there it shows d:/www/mapamundo for include_path, but it never
looks there. I'm using php4.03pl1 on win2k as CGI.
