I generally only use Windows on my laptop and not for server-style
functions, but while debugging a problem with a PHP package I wrote, I had
occasion to set up Microsoft Personal Web Server (PWS) 4.0 on my Win98SE
laptop.
1. Install PWS 4.0 (I think this should be as easy as going into start,
programs, accessories, somewhere in there should be something about PWS
and you can set it up. You'll need your Windows CD.)
2. Install PHP based on these directions:
http://www.php.net/manual/install-windows95-nt.php
You can also, of course, get something like Apache which you can download
for Windows as well. See http://www.apache.org/
