Correct. <layer> was in the (not very) great tradition of tag soup, and
was not adopted as standard for this reason. Since Netscape 6's
overriding obsession, often to the expense of more important issues
like UI, is standards it doesn't support old cruft like this.

If you're going to speak, at least make sure you know what you're
talking about. It's called the DOM, and Netscape 6/Mozilla has better
support for it than MSIE. Many people just assume Netscape Mozilla does
not support DHTML (as they call it), because they use document.all, a
proprietary Microsoft object no more standard than Netscape's layers.
Netscape does not support this, it supports the DOM, and better than
MSIE does.

Like what?
You mean like SVG?
Like MathML?
Like RDF?
Like XML?
Like full HTML4?
Like the DOM?
Like more, and better, CSS than any other browser?
In fact, like what precisely?

Unless you want people to actually read your pages rather than going
somewhere else.
Unless you want to write code that will stand the test of time because
it's based on standards rather than proprietary stuff like document.all.
Unless you don't think you have the right to tell people that they must
change their browser to view your pitiful little page.

But realise that while it tells the truth that Netscape 6 is beta-
quality in that it has some big holes and shouldn't have been released
quite so soon (although in fact *all products* have big bugs in them -
it's Mozilla's openness that hurts Netscape), it's a beta of the most
complete browser in existence.
And read these pages:
http://www.richinstyle.com/bugs/mozilla.html
http://www.richinstyle.com/bugs/ie5.html
and find a more balanced picture.
And then go learn the DOM.
