From the PHP3 configure --help:
--with-config-file-path=PATH Sets the path in which to look for php3.ini
defaults to /usr/local/lib
What this means is that you only have to give the _path_ to the location
of the ini file. Your PHP will be looking for the file
/opt/www/php3/php3.ini/php3.ini
Try recompiling with --with-config-file-path=/opt/www/php3
