Are you trying to access it via http or ftp? you have to specify that fopen(http://$user1:$password1@localhost/home/dir1/file1.txt); fopen(ftp://$user1:$password1@localhost/home/dir1/file1.txt); if your trying to access a file on a local file ssytem directly and you cant open it because php doesnt have the right permisions, then Im not sure... you could change the permissions on the file to make the file accessible by php, if this isnt something you want, you may want to write a small script to change the permissions to php readable copy the file change the permissiones back now get php to open the copy. ?
