Thats exactly what I do.
I run Win2k on my laptop.
Mysql, php are installed
I run the web server built into win2k (pws / iits), and everything works
perfectly.
Piece of cake to install stuff.
The only problem I've had is with $DOCUMENT_ROOT being set to a dos style
path "x:\", instead of "x:/"
I've overcome that by setting it explicitly using a cookie to ".." (don't
ask ;) )
Then my code is transparent between local and remote.
I use ftp express for uploading, editplus for php editing - great software,
supports double byte characters, and php color highlighting, and putty for
ssh telnet client.

As long as you dont use platform dependant stuff like the MS SQL extention
you can develop under Windows and deploy at any other platform.
If you are using Windows 95/98 you might have a problem with references to
files. \\mydir\\myfile.txt is the only valid vay. On Windows NT/2000 and
Unix/Linux you can use /mydir/myfile.txt.
