HELP : PHP3 page reloads once in Netscape4.x

Hi
I am developing a site which displays data for a CD store.
OS : Open Linux
DB : Postgresql
PHP : PHP3
WWW server : Apache 1.3.9
What happens is, when I access any of the PHP3 pages on the site, the page
loads completely once
and then Reloads immediately. It looks like a referesh. This happnes only in
Netscape and not IE.
One reason I have found is that the page is with EUC encoding.(and BTW its
in Japanese)
So if the default charset for the browser is set to EUC then the page dosent
reload but if the degault char set is set to Japanese autodetect then the
page reloads.
Now since most users have the default charset set to Autodetect, the page is
going to reload for them.
Can anyone help me with this terrible issue!!!
