generally, /home/[username]/public_html/
all depends on what /etc/httpd/conf/httpd.conf says (if you installed apache
by rpm)
if installed form src, /usr/local/apache/conf/httpd.conf
or wherever you may have put it during install.

Redhat doesn't have an integrated webserver or anything. So I guess the
question you're really asking is: "What is the web address for a user on
Apache(or whatever web server you're running)?". The answer to that is: It
depends on how you (or your sys admin/provider) set it up.

Can anyone tell me what the web address for a user is on RedHat? I can't
find it anywhere on Redhat's site or in documentation. ie:
