My guess is that if there was a time that this <whatever> did not exist, but now does exist, then it cannot be random. It may be random for a billion years, or more, but it would eventually repeat. However, it something started at the instant of the big-bang, then its repeat cycle would be at least equal-to, or greater-than, known time and thus random.
