upload_max_filesize directive in php.ini is probably set to something wrong.
From your error message, the max file size is 2 bytes, not 2megabytes.
Edit php.ini to 3MB, or whatever, Save, and restart Apache.

note: I have adjusted the value up and down with no luck

phpinfo() displays the following

)
Any idea what I have done wrong ...
