Running Apache uid 0 is a bad idea!
I would strongly prefer to mount ypor fat32 with an -uid option
mount /dev/sdXX /mnt/fat -o uid=100 will give all files that user. Now run
apache as that user edit User in httpd.conf and restart apache
or do the same with group gid=100 and run apache as user.
in your /etc/fstab
/dev/sdXX /mnt/fat vfat uid=X,gid=X 1 1
