Per-web Configuration values on a Win2K server?

I am attempting to port an application that is currently running
on freeBSD to a Windows 2000 server. the application uses
multiple VHOSTS in apache and makes extensive use of the
"php_value" and "php_flag" Apache directives to change config
info for each VHosts (namely, include paths, etc).
Is there a similar way to get different configuration values for
each different web site on a same server? The webs are all
running on the same IP / port under different host headers.
i.e. phpinfo() returns matching config info for Local Values
and Master Values - I need to change Local Values on a per
web site basis.
