Testing for secure server

How can you test to see if the user is on a secure server?
I want to do something like this:
if( !$secure_server ) {
header( "location: https://$HTTP_HOST$PHP_SELF" );
exit();
}
So that if a user accesses the page normally, it would detect
that and send them to that same page on the secure server.
I just need to figure out how to get the value for
$secure_server
Any ideas?
