Good guess is somewhere Im sure, but I don't have it. after viewing the
C code for php, you can see your function at
http://lxr.php.net/source/php4/ext/standard/file.c#1584
The line you should be conserned about is,
http://lxr.php.net/source/php4/ext/standard/file.c#1598
it apears that when opening an http connection with fstat() that the C
function fstat() or fileno() is returning false. I am not a C programmer
and can not explain why it does so.
One other thing I did forget to mention earier though is that you will
find some web servers will not send back a correct response that php can
descipher, you may not be establishing a connection, try echoing that
file to the screen.
