Easy solution:
Use cron to execute lynx, and have it hit your php program via the web
server.
Better solution:
Compile PHP as a CGI also. They are not mutually exclusive. This way you
can just add
#!/usr/local/bin/php -q
as the first line of you php script and execute it directly.
