If I understand you correctly:
concat each output from the db query into a variable.
Send this via the mail function.
I.E.
while ($query_is_happening) {
// you can format this anyway you want
$message .= "\n" . $row->la ;
}
//check the params for mail function from the manual
mail ($user, $message, blah, blah);
