See pg_loimport in the php manual.
As far as I know, pgsql doesn't support BLOBs in a SQL standard manner
(are blobs even a standard in any SQL spec?) and certainly arn't part
of a specific table.
I was aproaching the use of blobs in my pgsql database, but I couldn't
figure out how to get db_dump to back up the blobs (with their OID). I
posted questions along this line several times to the pgsql mail lists
and never got a response.
I switched to the aproach of storing my files in the filesystem, but
then I didn't have an existing 30,000 files to deal with....
