Servlet and apxs are mutually exclusive. That is, if you want to route
your PHP requests to Tomcat, then you don't need mod_php for
apache. Essentially, these are competing SAPIs and you should pick
the SAPI you want to use and build PHP for that one.
To clarify, --with-servlet allows the PHP processor to run in a servlet
container such as Tomcat similar to how mod_php allows you to run
the PHP processor in Apache and how php4isapi allows you to run
the PHP processor in IIS. I've seen some references in the press that
the php servlet feature allows you to run servlets. That's a misconception
which I'd like to correct. It simply IS a servlet that runs the PHP
processor.
If you want to take advatage of PHP's Java support, your best way
to implement that would be using the Servlet feature since a Java
app server will manage the JVM much better than PHP's Java feature
would (it has to start up a JVM for each session).
