Running 3.0.16.
I found a PHP-unrelated workaround. There is a directive in Apache
>1.3.2 that limits the size of request body done by a request.
LimitRequestBody <long int> will cause apache to reject a connection
that attempts to submit a file larger than <long int> size (in K).
The result in the browser end is a 413 error with a message that the
post was too large.
