Now I can't say for sure, but I'll tell you my story.
I complied php with
configure --with-pgsql
no go, wierd make errors unrelated to postgres
configure --with-pgsql=/usr/local/pgsql
where postgres is installed like this
BASE : /usr/local/pgsql/
BIN : /usr/local/pgsql/bin/
LIB : /usr/local/pgsql/lib/
INC : /usr/local/pgsql/include/
