Downloading a file via php

Dear all,
I have a dynamically generated .txt file from a mysql database and stored it
in a directory.
I want to know when a user downloads the .txt file from a link on a php
generated webpage.
The only way I can think of is to dynamically download the required file as
a php script executes and hence register that the user has done it.
Is this possible in php?
Or are there alternatives?
