I wouls suggest you look at using dreamweaver or M$ frontpage, both can be configured to support php although all php coding must be done in the source. There are no other options that that on the php coding front. If you want to edit PHP then there is homesite, editplus and Ultradev as well as things such as xemacs on windows (xemacs isnt a good idea for the type of person your talking about). There are no drag and drop enviroments as such for php on any platform but there is no real support for this with any other scripting langs. THe other option is to have you html guys do html in dreamweaver and work with templates and abstract you html and php code. One of the big advantages claimed for Microsoft is that products like FrontPage make it very easy for people to start writing HTML, and then progress to writing programs in Microsoft server-side languages. I don't want to get into religious wars here about WYSIWYG editing vs editing raw HTML. To win this argument, I need to be able to demonstrate a WYSIWYG editor that runs under Windows, and makes it easy to deploy against (say) Apache, and give a smooth transition through to PHP coding.
