Just for fun, try using "/" instead of "\\"... There's just too many
places
where \\ can get messed up...

m (13) ??? Hmmmmm. Is that an error code from DOS? Probably even less
useful than a Un*x error code, but might be worth looking up...

You are aware that PHP is running as IUSR_machinename rather than as you,
the logged-in user, so IUSR_machinename needs read and write permission on
that directory, and that the entire D: drive, if it's a network drive, must
be mounted by IUSR_machinename, not by some other user that is logged in...
In other words, what you can do to that folder is irrelevant -- PHP is not
you. PHP is IUSR_machinename.
