Why do you want OAS to serve PHP pages?
In the 4.0.8 (I think) docs it is stated that OAS has problems with
static pages. I think that by "static" they mean non-Oracle generated
pages, which includes PHP.
I would suggest that you put Apache to serve anything non-Oracle.
