Furthemore, on my WinNT 2000 installation,
I have the lines in a different order:

scriptalias /php3/ e:/Programmi/php4/
AddType application/x-httpd-php3 .php
Action application/x-httpd-php3 "/php3/php.exe"
Not like you:

Action is before AddType:
I don't know if it's the cause..
