date() bug in version 3.0.12?

If I put the following code on a server running 3.0.12:
<?php
$mdy = "12/02/2000";
$timestamp = strtotime($mdy);
echo $mdy."<br>";
echo date("Y-m-d",$timestamp)."<br>";
echo date("F d, Y",$timestamp)."<br>";
?>
I get the following result:
12/02/2000
2000-12-01
December 01, 2000
However if I run the exact same code on a 4.0.2 server I get:
12/02/2000
2000-12-02
December 02,2000
Is this a known bug in 3.0.12?
