It wouldn't be hard in Windows, all precompiled windows versions come with the CGI binary, which can easily be run from the command prompt, so all you would have to do is set the Task Scheduler to run php using the executable and tell it to run the PHP script, and the PHP script will run unmodified from the web based version (unless of course it needs output from the user in a form to do anything, but that's obvious), and if you wanted multiple scripts to run, just put the lines, ie c:\php\php c:\path\to\script\script.php one after the other in the batch file, and set the Task Scheduler to run the batch file (which Task Scheduler can run batch files without an issue, I have one set to run every hour).

If you are using Windows, though, I'm sorry for that you gotta make the big update for Linux. In our company we used to work with huge NT servers. Now, that we had migrated them all to LINUX as well as rewritten all the apps I can state to you : What a difference!!! I don't have to mess with the servers anymore. Just make sure that have electrial power.... OK let's be impartial.... For windows you can write a Delphi app using ZEOS MySQL components and have it scheduled through the windows scheduler. Or, use Delphi to do it for you. Make your app self schedule. I had done this a year ago not to rely on windows scheduler and also because I had used some windows 95 client machines running Delphi apps to perform scheduled server functions.
