Sure it is, if he's got a static IP address, or is not using a *large* ISP
like AOL etc that has caching servers.

"Sure" is relative. Your Web server can be configured to not provide this
info to PHP, and the caching server may choose not to expose their IP, and
they could behind a corporate firewall/proxy that will not pass on their IP
and if they're a really good hacker, they could spoof their IP.
You should *NEVER* count on the user's IP address as anything more than
"supporting evidence" for their identity.
